Representatives of organizations invited by TCE to participate in the pre-planning stage are working to create one coordinated proposal for a nine-month planning process that will begin June 1, 2009. The proposal is due to TCE on May 1.

The East Bay Center for the Performing Arts (EBCPA) was selected by the group to be the applicant agency—EPCPA would receive funding from TCE for the nine-month planning process and allocate funds to facilitators and consultants to help guide the planning process. EBCPA's role will be mostly administrative.

Some residents groups and community leaders were invited to comment on parts of the pre-planning proposal. Many more will be involved in the planning beginning June 1.

The proposal being submitted by May 1 will explain what will happen during the nine-month planning process from June 1, 2009–February 28, 2010. It will describe specific ways residents and local organizations can participate; outline how to decide what geographic boundaries will be the focus for the 10-year effort (TCE tentatively identified North Richmond and the Iron Triangle); provide principles for how decisions will be made and conflicts resolved; include a workplan for developing ideas to achieve the 10 outcomes; and more.
